Ten years ago this town was safer; back when people still knew their neighbors and watched out for one another.

Last night, a man murdered a mother of two just hours after his release on charges related to an earlier attack. The victim's family is heartbroken, the community outraged.

The killer had been arrested last week for attacking someone else with a knife. He was released on bail pending trial. Hours later, he attacked again, this time fatally.

Residents here remember when things were different, back before these tragedies became commonplace. Folks used to be able to leave their doors unlocked at night...

The pattern repeats itself: arrests for violent crimes, release on bail, more violence, until finally someone dies and everyone asks why again.

What's changed since then? Are we safer now? Or are lives just wasted while criminals walk free?
