"These new rules are unnecessary," says Charles Merritt, a third-generation small business owner who's been in the same location since before anyone can remember. "We're barely making ends meet as it is." Critics argue that these additional expenses will force companies to cut jobs or even close their doors entirely.

Each one brings with it a long list of requirements and paperwork for businesses to comply with – time and money that could otherwise be spent on growing and sustaining local communities.
